Why did colonists feel the Articles of Confederation were necessary even though the Declaration of Independence was already written?

The declaration was nothing more than an explanation as to why the Colonists were rebelling. It did not create a stable, comprehensive form of government.

The Articles created a form of government, but events quickly showed that it was not comprehensive enough nor strong enough to allow the new nation to survive.
