Should hr staff be involved in strategic decisions relating to international business operations such as finalizing a joint venture agreement?

HR staff needs to be a part of these operations. Since there will be HR needs in the future expansion, having them on-hand from the outset allows for their input on how to best implement these decisions on an international scale.
